Born October 19, 1980, in the urban-type settlement of Urechye, Lyuban District, Minsk Region. After graduating from Lyuban Secondary School No. 2 with a gold medal in 1998, he was admitted to the Grodno State Medical Institute without entrance examinations (winner of the Republican Biology Olympiads for grades 9-11).
In 2004, he graduated with honors from the Grodno State Medical University with a degree in General Medicine. From 2001 to 2004, he was a scholarship recipient of the Special Fund of the President of the Republic of Belarus for the Social Support of Gifted Pupils and Students. He completed an internship at the Medical Academy in Wroclaw, Poland. From 2004 to 2005, he completed an internship at the Minsk Regional Clinical Hospital, specializing in surgery, after which he worked as a surgeon and head of the admissions department at the Soligorsk TMO State Institution, Minsk Region. In 2005, he entered graduate school in surgery at the Grodno State Medical University, graduating in 2008. He passed his candidate exams with honors. During his postgraduate studies, he received a scholarship from the President of the Republic of Belarus.
From September 1, 2006, to June 29, 2007, he was a lecturer-intern in the Department of General Surgery at the Grodno State Medical University (Grodno State Medical University), and from September 1, 2007, to January 31, 2012, he was an assistant professor in the same department. In 2022, he defended his doctoral dissertation on "Surgical Technologies in the Treatment and Prevention of Complications of Portal Hypertension." He was awarded the degree of Doctor of Medical Sciences on November 16, 2022, and the title of Professor in Clinical Medicine on May 20, 2026.
He is a member of the Belarusian Association of Surgeons and the Belarusian Association of Angiologists and Vascular Surgeons.
He was a member of the Minsk Healthcare Institution Monitoring Group for Surgery in 2021. He co-authored the clinical protocol "Diagnosis and Treatment of Patients (Adult Population) with Acute Cholecystitis in Inpatient Settings" (Resolution of the Ministry of Health of the Republic of Belarus No. 182 dated November 30, 2023). He was a member of the group developing accreditation criteria for healthcare institutions in the Republic of Belarus and chaired the accreditation committee for the Drogichin Central District Hospital in 2024.

Conducts practical classes and lectures for students, including in English. Student research projects completed under the supervision of E.V. Mogilevets have repeatedly received first- and second-category laureate diplomas at the national student research competition.
Eduard Vladislavovich is a surgeon of the highest qualification category and a member of the Belarusian Association of Surgeons. From 2015 to 2022, he served as the chief surgical specialist at the Main Healthcare Department of the Grodno Regional Executive Committee. At the Grodno University Clinic, he consults and performs surgeries in the following departments: thoracic surgery, vascular surgery, purulent surgery, transplantation, endocrine and plastic surgery, and surgery. During his work, he has mastered and successfully mastered modern techniques for performing both open and aparoscopic surgical interventions.
In 2013, he performed the first kidney transplant in the Grodno region. In the period from 2014 to 2024, for the first time in the Republic of Belarus, he introduced such methods of surgical interventions as laparoscopic operations of azygoportal disconnection with hardware transsection of the esophagus in patients with liver cirrhosis and portal hypertension, laparoscopic removal of epidermoid cyst of the cecum, laparoscopic spleen-sparing hemipancreatectomy using laparoscopic vascular suture, laparoscopic duodenoenterostomy for superior mesenteric artery syndrome, simultaneous e-TEP plastic surgery of paraumbilical and inguinal hernias and diastasis of the rectus abdominis muscles, laparoscopic pancreatoduodenectomy in a patient with a displaced right hepatic artery due to a tumor of the head of the pancreas; He was the first in the Grodno region to introduce transjugular intrahepatic portosystemic shunting (TIPS), pancreaticoduodenectomy with portal vein resection and vascular reconstruction in patients with pancreatic carcinoma, single-port transabdominal preperitoneal inguinal hernia repair (SILS-TAPP), single-port laparoscopic cholecystectomy (SILS-LCE), laparoscopic gastrojejunostomy, laparoscopic left lateral liver sectionectomy, laparoscopic pancreatocystojejunostomy on a Roux-en-Y jejunum loop, two-stage thoracoscopic lung resection, and laparoscopic liver resection in patients with echinococcosis.
His research interests include portal hypertension surgery, organ transplantation, and laparoscopic surgery. At the Grodno University Clinic, he conducts clinical work in all surgical departments.
