Oct 12, 2021

A. MPRB appointed members:

This Multinational Peer Review Board (project Board) meeting was conducted online on the Zoom platform, which started at 12:00 and finished at 13:00 a.m. EEST (meeting video recording is available).

The meeting was chaired, and minutes were prepared by Prof. Antoniya Yanakieva. Eight members of the project Board out of nine (quorum was provided) took part in the meeting. In addition, two associate members of the Board (representatives of project partner universities) took part in the meeting (see list above).

 

The following Board meeting agenda was approved:

  1. Approval of the new composition of the Board (MPRB) and voting for the new Co-Chairperson.
  2. WP2- Development. Suggestions, corrections on peer review mission’s timetable, crews of experts for the nearest project period.

1. Presenting the new composition of the Board (MPRB) and voting for the new Co-Chairperson.

Prof. Antoniya Yanakieva has pointed that some formal procedures of approval of the New MPRB Members and Co-Chairperson were not completed. She made a nomination to the Board members for Electing Prof. Linas Šumskas as Co-Chair of the Board to follow the continuity and to provide sustainability of the project.

All eight members of the Board has voted positively.

2. WP2- Development. Suggestions, corrections on peer review mission’s timetable, crews of experts for the nearest project period.

Chairman of the Board A. Yanakieva has presented proposal of modified timetable for baseline peer review missions to Kazakhstan, Tajikistan, Georgia/Sakartvelo and Moldova. In total 10 missions should be completed. It was proposed to finish all 10 missions at the latest middle of February 2022. A timetable was presented, accessible on the Google Sheet Platform, where each university could give the possible periods or dates for providing the Peer Review Team (PRT) access and to meet the responsible Staff to achieve the Mission. Therefore, the responsible university could plan its Peer Review Team Member without correspondence. The Board approved the idea and the timetable.

Onsite Mission to Tajikistan was rejected because of the issues regarding the plane tickets, dates, COVID-19 requirements, and situation in the country in terms of traveling to different regions. The board approved Online Missions to Tajikistan, al latest end of November 2021.

The Board members discussed conducting onsite visits in Kazakhstan, Moldova, and Georgia. The Covid-19 restrictions for entering the countries are almost the same, required is a Vaccine certificate and PCR test (made in the last 48 or 72 hours).

Following the discussion the Members agree to fulfill the Peer Review Missions Table in the next days so the trips could be planed earlier and the Peer Review Team Members can be prepared for conducting the Peer Review.

Members of the Board approved suggestion for tentative dates of missions and also approved the plans for further negotiations of possibilities to conduct both on-line and on-site missions if possible.

3. Various

3.1. Discussed was to provide a better planning of activities like the Follow-up mission, what we can plan in October so every partner could spend money for the Plane tickets. This will assure to finish the project on time and to have financial stability.

3.2. The MPRB Members discussed and approved to associate the Project Coordinators from each University to attend the Board meetings to achieve better organization of the upcoming activities and to distribute faster the upcoming tasks.

1. Peer Review Mission - Onsite visit in Kazakhstan – period, PRT Members, Visa, Requirements

Discussed was the possible period for the Peer Review Mission as an onsite visit in Almaty and Karaganda. The PRT Members and the Representatives from Asfendiyarov Kazakh National Medical University (NMU), Alma Ati, Kazakhstan and Karaganda State Medical University (KSMU), Karaganda, Kazakhstan decided to conduct the Visit from November 13/14 to November 20/21, 2021, depending on the flight’s possibilities. The first Peer Review Mission (Nov 15-16) will be held in Asfendiyarov Kazakh National Medical University (NMU), Alma Ati, the Second Mission (Nov 18-19) will be held in Karaganda State Medical University (KSMU), Karaganda. Prof. Salome Khubulava-TMA, Georgia, Assoc. Prof. Angela Cazacu-Stratu, MD, USMF, Moldova, Prof. Mindaugus Stankunas, Lithuanian University of Health Sciences (LUHS), Kaunas, Lithuania and prof. Antoniya Yanakieva, Medical University – Sofia, Bulgaria will attend the Peer Review Team. The next steps are to send an application for interdepartmental commission and to apply for visa. The procedure is regulated at the government level. Vaccine Certificate is needed to entry the country and in the short term before the travel the Members will be informed for the newest restrictions, e.i. PCR Test or other issues. Accommodation information will be provided by Prof. Riklefs soon.

2. Peer Review Mission - Online visit in Tajikistan.

The Peer Review mission in Tajikistan will be held online in the end of November 2021. Peer Review Team Members, Prof. Maia Advadze, Dean of MD, SEU, Georgia, Prof. Olga Iurco, Head of Internal Audit Department, USMF, Moldova and Assoc. prof. Alexandrina Vodenitcharova, Medical University – Sofia, Bulgaria, will provide online the Peer Review Mission in Avicenna Tajik State Medical University (ATSMU), Dushanbe, Tajikistan. To be identified is the PRT Member from Lithuania.

Peer Review Team Members, Prof. Maia Advadze, Dean of MD, SEU, Georgia, Assoc. Prof. Adauji Stela, USMF, Moldova and Chief Asist. Prof. Yoanna Simeonova, Medical University – Sofia, Bulgaria, will conduct online the Peer Review Mission in Khatlon State Medical University (KhSMU), Dushanbe, Tajikistan. To be identified is the PRT Member from Lithuania.

Members of the Board approved suggestion for tentative dates of missions and also approved the plans for further negotiations of possibilities to conduct both on-line and on-site missions if possible.

3. PR Missions in December 2021 and January 2022 – Georgia and Moldova

Chair of the Board prof. A. Yanakieva proposed to schedule the Peer Review Missions for the 4 Universities in Georgia and 2 Universities in Moldova for the period between December 1st -15th 2021 and January 10th to February 10th 2022 to exclude working in the Christmas and New Years Holidays (Different periods of Celebrating). The Board agreed and to schedule possible dates internal on the Universities and inform the Board and Project Coordinators.

4. Various

Discussed was to provide a plan of the Follow-up mission for February – April 2022.

Prof. Maka Kuchava informed the Board for a possible extension of the project, which was discussed with the Project Coordinator, Prof. Levan Metreveli.
